This usually occurs when the report in question is not using a sufficient Access Type to see the level of detailed required.

To change the Access Type on an Insight Report in Portal, follow the steps below:
Navigate to Insight, Admin Area.
Select the Report and click the 3 dot eclipses.
Select Manage.
Choose Setting from the drop down menu.
Under Access Type select Manager All Reports.
The report will save your changes automatically.
