To give a user access to the Insight admin tab:
Go to the Security dashboard
Click the Menu Profiles tab
Click Manage Menu Options from the three dot menu on the Menu Profile that the user has.
Enable the CorePortal - CoreInsight Admin menu option.
Note: Enabling the menu option will give all users with this menu profile access to the admin area.
