You have to use a specific filter for this type of report. Use the steps below to set it up
Build report based Hr Person Master view
Add a filter that has Report Column set to Person Reference, Operator set to Not Exists and list of views needs to be PRCI_PERSON_QUALIFICATIONS
Once done set to Active and click "OK"
If this still has not worked, try clearing the reports cache.
