An entry for an employee in the Appraisal Rating (Talent) view or table is created only after entering or viewing the rating area in the employee's appraisal meaning employees for whom this area has never been visited by any user will not appear in the report.
This is expected behavior.
Rating report is not returning all employees
An Insight report that includes columns from the Appraisal Rating (Talent) view is not returning all employees.
